As per EU rules, by 31 December 2024 all vehicles operating in Member States other than their Member State of registration and equipped with an analogue or digital non-smart tachograph must install smart tachograph version 2.

As a number of vehicles will not able to retrofit by 31 December 2024, we are pleased to announce that at the Committee on Road Transport meeting of 18 December 2024, in exchange with transport stakeholders and Member States, DG MOVE has suggested a period of 2 months (from 31 December 2024 to 28 February 2025) of educational/ learning period. Member States agreed on this measure.
This means that enforcement would be focused on continuing to raise awareness of this obligation, instead of applying a sanction or penalty at the roadside, for those operators which, for various reasons, may not yet have managed to undertake the tachograph retrofit.

“The EC’s suggestion supported by Member States to provide a two-month grace period reflects a balanced approach that allows the industry to fully comply without undue disruption. Enforcement measures prioritizing guidance and support rather than immediate penalties, will ensure operators have time to adapt effectively.
We commend the EC and MS for this pragmatic decision, helping ensure a smoother transition to the updated requirements, benefiting operators and the broader industry.” said UETR Secretary General Marco Digioia.

UETR encourages all stakeholders to take advantage of this period to upgrade systems and ensure compliance with the new rules.
