The EU Parliament Plenary has approved the revision of the Eurovignette Directive.

+ The new system will be distance-based (and not time-based anymore) for lorries on TEN T.
+ Timeline is in 8 years from the entry into force of the Directive
+ External cost charge for air pollution for HD vehicles (in 4 years).
+ Possible congestion charge (an option by Member States) and mark-ups to be applied by Member States. Importantly, this will have to be respected by MS involved, if they include cross-border.
+ From 2026, Member States will have to set different road charge rates for lorries and buses, indexed to the CO2 emissions.
+ Rates based on environmental performance.for LCV and small buses
